The Office of the Conflict of Interest and Ethics Commissioner has several predecessors, including: The Office of the Ethics Commissioner, which was created in 2004 and dissolved on July 9, 2007. The role of the Ethics Commissioner was to perform the duties and functions assigned by the House of Commons regarding the conduct of its Members and to administer any ethical principles, rules or obligations established by the Prime Minister for public office holders. The Ethics Commissioner administered the Conflict of Interest and Post-Employment Code for Public Office Holders, and also assumed responsibility for the Conflict of Interest Code for Members of the House of Commons, which came into effect in October 2004.
The Office of the Ethics Counsellor, which was created in 1994 and dissolved in May 2004. It administered the former Conflict of Interest and Post-Employment Code for Public Office Holders.
